Problem statement

Validate the new agent queue flow on a low-risk docs-only task in this monorepo.

Current behavior

Governance and queue workflows are merged but not yet validated with a live pilot issue.

Target behavior

Queue consumes this issue once, assigns work via agent contract, and opens a single PR with evidence.

Non-goals

No API contract changes. No runtime processing changes.

Acceptance criteria

• Exactly one queue trigger comment appears.
• Issue transitions to agent:in-progress.
• Exactly one PR is opened and linked.
• PR includes Risk and Evidence sections with command output.
• Human review is still required to merge.

Improve onboarding docs for running make verify from repo root and clarify monorepo slice ownership in docs.
