[Pilot] Agent Queue Validation - SWFOC-Mod-Menu - 2026-02-18

Problem statement

Validate the queue path using a docs-only task that does not affect runtime trainer behavior.

Current behavior

Wave-1 governance has landed, but queue execution has not been validated with a pilot issue.

Target behavior

Issue is queued once, marked in-progress, and produces one human-review-gated PR with evidence.

Non-goals

No runtime process attachment logic changes.
No trainer behavior changes.

Acceptance criteria

• Queue posts one execution comment.
• Issue auto-transitions to agent:in-progress.
• One PR is opened and references this issue.
• PR includes Risk and Evidence sections.
• Human approval required before merge.

Improve troubleshooting docs for deterministic test scripts and expected verification outputs.

Execution Contract
