Objective

Kick off Phase-3/4 governance expansion with runtime-safety-compatible KPI and policy work.

Phase-3 tasks

• Add weekly KPI digest (lead/cycle/rework/queue-failure/evidence completeness).
• Validate branch protection: required checks + at least one human approval.
• Define escaped-regression signal for runtime-sensitive changes.

Phase-4 tasks

• Prepare baseline-lite component checklist for reuse in other repos.
• Document SWFOC-specific overlay constraints (runtime evidence, reason-code diagnostics).

Acceptance criteria

• KPI digest mechanism is documented and runnable.
• Branch protection policy is confirmed.
• Reusable baseline-lite package mapping is complete.

Execution Contract

1. Keep profile compatibility explicit (base, aotr, roe, custom).
2. Include reason-code-level diagnostics for runtime behavior changes.
