Pilot Goal

Validate the queue flow end-to-end after bootstrap merge.

Preconditions

• Bootstrap PR merged to default branch.
• agent-label-sync.yml has run successfully on default branch.

Acceptance Criteria

• Applying agent:ready triggers queue exactly once.
• Issue transitions to agent:in-progress.
• Exactly one execution contract comment is posted.
• Exactly one PR is created.
• PR includes Risk and Evidence sections.
• Final merge is human-reviewed.
