Add auto translate on comment of "/translate" to a closed PR #22

Translate all supported languages of RSE quick & easy.
Describe the solution you'd like
When a dev comments "/translate" on a closed & merged PR then a workflow is triggered which generate all translations of the languages we support.
Describe alternatives you've considered
We could manually do it on each time but that's time consuming and error prone
Additional context
Files should be translated from this file:
./lib/l10n/app_en.arb
to supported languages listed in this file:
./lib/l10n/helpers .
The supportedLocales var.
