WHIR optimization

WHIR is presented in Plonky3 branch, https://github.com/tcoratger/whir-p3. It can reduce the number of queries to $O(\lambda)$, which is optimal, compared to FRI $O(\lambda \cdot log d)$, for RS[F, L, d], $\lambda$ is the security parameter.
