It is possible to execute a proposal with a non-whitelisted account in the proposer value inside the proposal object.

Currently, only operations signed by whitelisted accounts are processed.
This is normal.
However, if the address of another account is entered in the proposer field inside the proposal object,
the operation will still be processed.
The proposer must be the same as the operation sender.
