Solution: unpacking Meridian-v0.9-007.ipa. And completely replace the files in the Cydia-base folder.

Complete reinstallation of Cydia (cydia_1.1.30_iphoneos-arm+(with+dependencies)) does not give a positive result.
ssh works, Openssh works, root is there too.
