Implement Two new Polices (for Alarm system): Present based on severity without interruption, and interrupt if an escalated severity occurs.

This is not yet prioritized, but I wanted to record these possibilities.

1. Implement a Severity Policy (of the Alarm System), of presenting the highest severity current alarm (as the single alarm presented to the user) without interrupting them. That is, present it only after the current alarm is dismissed (generally because the task is completely.)

2. Implement a Severity Escalation Alarm Policy: If an alarm of higher severity than the once currently being presented occurs, interrupt the user by presenting the most severe alarm as the single alarm that is presented by the alarm system, even if the current ask is not completed.
