Integrate events and rewards into POI API endpoints

Now that the rewards and events APIs are implemented, they should be integrated into any POI API endpoints. Some of this may include the following (but there may be more):

- Awarding points (maybe?) upon a successful POI suggestion and creating an event
- Awarding points upon a successful wait time suggestion and creating an event
