Description
Add tests for get_fee_structure (each FeeType, after update); get_user_volume_data (zero, after update_user_transaction_volume); volume tier boundaries.

Requirements and context

• Achieve minimum 95% test coverage for fee structure and volume
• Smart contracts only (Soroban/Rust)

1. Fork the repo and create a branch
