[Bug] Breaks Junction Control

I don't know why this would be the case, but this seems to break manual junction control. Makes the traffic light and stop sign buttons do nothing when hovered or clicked on. Tested different mod loadouts for like an hour and I'm pretty confident this is the one doing it.

Can second this bug; I'm able to reproduce, possibly an incompatibility issue introduced as part of the P&P free update. Like @pjpollina, I have no idea why this mod's patches of the prop system would affect the junction controls. EML is really only needed for a handful of mods at the moment so I can get away without it for the time being but would be great to have a fix.

In the meantime will dig through some logs and report back with what I can find.

Update on this issue: it appears that, on my end at least, loading up any custom map from the workshop causes this bug to occur, which is super weird that it's maps that are throwing the issue. Even more weird, loading Vanilla maps with the exact same mod loadout and manual junctions start working again even with EML. @pjpollina, any chance can you reproduce that behavior or is this happening for you on Vanilla maps as well?

In the meantime, I've documented my findings and uploaded logs to the discussion page on the workshop.

It's not just workshop maps, I have the exact same problem with the Map Pack 2 maps from Sidai. But not any of the ones shipped with the P&P or Financial District DLCs, i.e. its not just a 'recent new maps' issue but something specific to those from the map pack.
Update: The Lake of Isles and the River Plains map from the Map Pack 2 are not affected according to my testing.
