README file references missing requirements.txt

The README.md file included in the linux-video-encoder directory references a requirements.txt file that includes any required dependencies, but I don't see one available in the latest version of the repo.

It seems to have been removed in a previous commit. So, not sure if the file is still needed or if the README should be updated to reflect that.
