Chart.js - UI for basic configuration

The main idea is to have a nice form in order to be able to configure a Chart.js chart without typing any code.

• data sets and labels definition :
• type of charts ;
• links to report ;

But we should also be able to add more specific code if we need to make a complex chart.

One tab config :

• sub-tab (?) datasets - to setup color, data to use, labels..;
• sub-tab (?) options - to setup plugins, scales, links...

One tab to setup actions :

• add button(s) to call dedicated js function(s)
