AVO features: random speeds and realistic highway speeds

Hello, I'd hope a deeper intro to these two options in the mod options, like how is highway speeds changed from vanilla?

And how about Traffic Manager + Improved AI compatibility? Are both of these AVO features incomplete or just the other? I assume these are not compatible..
