Improve `getGPSAntennaOffset()` in SurfaceOperationalStatusV1Msg

getGPSAntennaOffset() in SurfaceOperationalStatusV1Msg returns the encoded lateral and longitunal offsets

1. Correct the Javadoc for this method
2. Add two convenience methods which return the offsets in meter according to the standard
