[Idea] Merge Open/Close to one page

Changes:

• merged Open and Close tabs
• added horizontal and vertical rules
• switched order of Time and Customize cog
• Time input slightly smaller
• less horizontal and vertical margins

Pros:

• can see and edit both effects without switching tabs
• last 6 lines (Notification Banner...Session Ending Dialogs) don't jump when switching tabs
• 1150x890px to fit it all
  (right now it opens with 815x785 by default and must be increased each time to 1060px in height each time to fit everything)
• the bad behavior described in [Bug] Dropdown List of effects can't be scrolled #49 (section Another workaround) will be gone

Cons:

• many controls in one view can be overwhelming to new users
• controls are more condensed and therefore less easy to focus
• maximum value for Time (10000) potentially won't fit anymore and must be decreased to 9990 (shouldn't be that bad)
• more whitespace in all other views
