[Feature request]: Allow a configuration setting to only store the tag bag on html requests

Describe the proposed solution

Instead of making checks like these: Setono/sylius-plausible-plugin@922ae14 on all event subscribers that use the tag bag, it would make sense to have a safety option on the tag bag, that said: 'Only store contents of the tag bag on HTML requests'
