Make the elevator configurable for speed and redstone signals

I will be adding a gui to allow the speed of the elevator to be set per computer.

This will be restricted by a max speed config on the server and must be greater than the current min elevator speed.

Other options to be added is the ability to assign redstone signal level to each status.
