Fix hard coded decimals in Token Transfer proposals

The assumption being made right now is that all Transfer Token proposals are being calculated using u2 decimals. We need to make this dynamic so that the amount of tokens that will actually be transferred is accurate both on the backend and from a post conditions standpoint.
