Jfrog: Migrate or Decommission terraform resource

Follow up to: #2034

The postgreSQL single server was decommissioned, and we worked to migrate the data.
The Terraform resource aaw-prod-cc-00-pgsql-flex-jfrog was created and the data was migrated. But it wasn't done in time.

A resource was created in the portal when the terraform resource kept having issues. jfrog-flex-prod
It was set up and currently preforms the necessary functions.

We need to decide if we are maintaining the portal resource or the terraform resource.
This ticket will be updated when the decision is made to migrate to the terraform resource, or to maintain the portal resource and decommission the created terraform resources.
