Visual Studio Code: french language pack does not work

Describe the bug

The French Language Pack for Visual Studio Code extension is installed in the default notebook image. When you try to switch the language it fails.

1. Open Visual Studio Code
2. Open Command Palette
3. Configure Display Language
4. Francias
5. Accept Restart

Expected behaviour

Interface updated to French.
