Scripts needed: Starting and Stopping Frames, Resetting the FPGA

Consider providing short scripts which allow starting and stopping frames, as well as resetting the FPGA. These commands could be issued via netcat, but running them directly from the terminal as python scripts (without setting up netcat) may be more convenient.
