Batch Mode sometimes doesn't work?

This was brought up during interviews with Myanmar users. They mentioned being able to see the same reports as others. They mentioned that they would flag posts so that others would not reanalyze them in their batch mode. However, with testing we can't replicate. If we can find a way to replicate this issue, or if this issue doesn't exist. We can fix it.
