Migrate Simbad Harvester

As a BHTOM dev, I would like to migrate a number of harvesters, beginning with NEOWISE, to the new Data Servies architecture. Please provide an outline and example that I can follow to do this.

This story will use the SIMBAD harvester as an example and generate docs for the BHTOM team.
