Create simple cron job for Import-Reddit

Use docker/nginx/Dockerfile and other files in there as an example - it uses cron to run https cert update, you can do the same a bit more regularly to run your command. Make sure that bin/console is included and it can be run from the containers cron. Or assign to me if you want me to do it
