Subject: [PATCH 2/3] templates: explore: Add error type statistics collection

This adds statistics collection (for users who have consented) to allow
360 Giving to understand how many errors and checks of different types
are happening.

Subject: [PATCH 3/3] eslintignore: Add explore_checking to ignore

We need to use templating markup to gather the data in JS which makes
the JS non-parse-able by eslint so ignore this file for now.
