SRB Bell Position Glitch on Load In

The engine bell on SRBs appears on the side near the top of the part when the SRB loads in. This only happens when entering load range with a flying vehicle. When entering load range with a ground vehicle, the SRB is usually fine. The thrust emanates from the bell in the new position, leading to asymmetric thrust. The glitch occurs both with and without Physics Range Extender installed.
