Simplify Translation Module

All files in the Vatras.Translation module are grouped into a subdirectory Lang. This is a leftover from our experiments with translations on things other than languages (e.g., single constructors). As is, this subdirectory is just boilerplate and should be removed. All files in Lang should be moved up one directory.
