[BUG] hr_holidays: Time off of Employees not correct when Employees have difference time zone with Company Working Hours

Steps to reproduce:

1. Precondition:

• Myprofile > Time zone: ETC/GMT
• Settings > Employees > Work Organization > Company Working Hours > Time zone: ETC/GMT, Start work from 08:00
• Employees > Create new Employees > Time zone: ETC/GMT+7

2. Step

• Open time off > Managers > Time off > Create > Chose new Employees created on precondition > set time off 1 day
• Back to time off > view time off creating form step 1
  Current behavior:
• Time off for Employees: 22:00 ( In user view )
  Expected behavior:
• Time off for Employees: 15:00 ( In employees view )
• Time off for Employees: 8:00 ( In user view )
