handle WaterYearStartMonth to the Scenarios table #2
Description
WEAP supports it explicitly as a separate parameter while both Hydra and WaMDaM supports it through the start Date parameter
WaMDaM also sorts of supports this start in the time series under YearType but it needs to be set of the entire scenario.
I think in the future we could agree to have them split like WEAP. so Start_month is a parameter that takes: Jan, Feb, etc or 1,2,3.
In that way someone can use the same start year but different start months.....
anyways, not an issue right now
Make these required? OpenAgua reqauires them
