Allow to disable automatic censorship circumvention #281

Since updating from v2.17.10 to v2.18.8, I have censorship circumvention enabled after every system boot, which forces me to turn it off manually every time.
Looks like that new mechanism gets confused by my somewhat unusual routing (a custom double-hop setup) and thinks that I need censorship circumvention despite it might be even harmful in my case.

Please add the option to disable this automation, or make it to respect the user's choice when the circumvention is turned off manually.

Otherwise, the update seems nice, thanks.
