Plugins Page: Settings Link to wrong anchor

Describe the bug

In the Plugins Menu, the settings link under the Plugin Title should go to the correct part of the user profile for the settings of this app.
This app, goes to another section entirely for my setup.

Steps to Reproduce

1. Disable 2FA from SolidWP
2. Network install app
3. Activate app in sub site
4. Click "Settings" under the app title to find the settings which is this https://craiglambie.com/wp-admin/profile.php#application-passwords-section

I would expect it to lead to the anchor #two-factor-options instead, which is the first id below the header for this section of the profile.
