[BUG] PSKReporter Always Uses FN31 as Grid Square

Describe the Bug

When having PSKReporter show from your grid square instead of just your call it does not pull your grid square and instead only uses FN31

To Reproduce

Steps to reproduce the behavior:

1. Go to PSKReporter settings
2. Go to Source tab
3. Select "My Grid Square"

Expected Behavior

It would pull from the Grid square you have entered for all other areas.

In addition to that, whenever I upgraded my openhamclock on my existing Ubuntu Linux system from v15.6.3 to v15.6.4, that system shows "My Grid Square = ????" in the PSKReporter 'Source' Menu. And it is greyed out. I already had my FN00dj Grid Square entered. I totally deleted my openhamclock directory and its subdirectories, and then I did what i thought would be a clean from scratch install of v15.6.4. That did not fix this situation.

However, whenever I later installed openhamclock v15.6.4 on a brand new Mint Linux installation on a brand new machine, the PSKReporter 'Source' Menu then allowed me to select 'My Grid Square' as expected (even though it was wrongly showing FN31 as reported here instead of my FN00).

So somehow something is different between upgrading v 15.6.3 to v15.6.4 versus doing a new clean install of 15.6.4 on a new machine.

Looking through this, and seeing also on my system, it looks like at some point the locator FN31 got saved to the localConfig. As this overrides anything else, it's what we end up with. It looks like we do NOT set config.locator in the SettingsPanel. We only ever set gridSquare.

I'm making changes to ensure that any time we change "grid" in SettingsPanel, we update config.locator.

Possibly the rapid parallel devotement has resulted in too many different places where the callsign, grid locator, and latitude-longitude values are stored, It seems like config.js and .env overlap. Perhaps different parts of the program are using different references. Just a thought.
