Improve header navigation: enable dropdown on hover for smoother UX

Description

Currently, the top navigation dropdown menus (About, Community, Projects, Resources)
require a click to open. This interaction feels slightly slow for desktop users.

Expected Behavior

Dropdown menus should open when the user hovers over the menu item,
similar to most modern navigation designs.

Actual Behavior

The user must click the menu item to view dropdown options.

Why this is beneficial

• Faster access to menu items
• More intuitive for desktop interactions
• Improves overall navigation experience

Steps to Reproduce

1. Go to the homepage
2. Hover over the header navigation items
3. Notice the dropdown does not open until clicked

Additional Suggestions

Keep click behavior for accessibility on touchscreen devices,
but enable hover expansion for desktop users.
