Retrieve newest version of css and js dependencies automatically

First of all: I do not want to use any cdn's. They can be hacked and affect every site that uses them. I'd rather have everyone self host those files.

BUT

we need to auto update those files. Either remove them from repo and pull them during the build. Or add a script to update them manually (which will need to be run by a dev regularly). And while we are add it, add the version update command to this script as well.
