Rename and move rule files in --outDir #2
Description
There are way too many rule files. We need to keep these organised. To avoid problems with rules getting renamed, we'll also stop including rule names into the files. So a file like _rules/aria-attr-defined-5f99a7.md would be placed into content/rules/5f99a7.md after it is transformed.
