[Translation] Introduce the notion of regions #130
Description
Extend the translation tool to understand the notion of "regions". See #129 for all details.
a. Alicia provides region locales in the tracker file (i.e. be_fr)
b. The tool exposes: the translation language (french) and the finale destination (/be_fr or /be/fr)
c. The tool creates the translation tasks in GLaaS using the correct locale ('fr_fr')
d. This would all be configurable in the config file.
