Construct and input dataset for soil moisture analysis from SIP4 API

Description

Use the data collected in #44 and construct an dataset to be used irrigation management

If fields do not match exactly, add robustness to the algorithm. See #52

Goals

• Create a script that fetches data from SIP4 API and creates input dataset. Data must also be exported in CSV. The script must anonymize any data related to location information
• (Future) Create an API call that fetches data from SIP4 api and performs a dataset analysis on them
