question: how to install and start the application

I have read the documentation but failed to start the server locally. What do I need to configure in settings? Can anyone help with this?

Can you confirm you've followed the following instructions and at which step you are facing issues: https://github.com/ankicommunity/anki-api-server/blob/develop/docs/src/usage/development.md. This should allow you to run the server locally for development.
