mintty cannot find cygwin1.dll or yeilds an error code 0x000007b if cygwin1.dll is in the same file as mintty.

I guess you are talking about a stand-alone mintty installation with 
cygwin1.dll put into the same folder as mintty.exe. To make that work, the name 
of the sub-folder containing both must be "bin". This is a cygwin limitation, 
not a mintty issue.
