Add touch scrolling to info panel for mobile devices

Steps To Reproduce

Visit https://onosendai.tech on a mobile device and try to scroll the panel with text that appears.

Expected Result

The text should scroll

Actual Result

The text does not scroll

Additional Context

Scrolling has not yet been implemented for the panel for touch events, but has already been implemented for mouse events.
