Add option in confirmation prompts to stop nagging

In the confirmation prompts for making named ranges and conditional formatting, it would be nice to have an option 'Do not show this message again' that remembers the user knows what they're doing. Doesn't look like this can easily be done using the ui.alert method currently used, so would need to bring up an HtmlTemplate and use callbacks etc.
