XMM-Newton RMF version is outdated

@jespinosaar, some additional input. Currently, if the RMF version is outdated, Astroquery quietly fills the .rmf file with an https request error. It took a while to figure it out — so it might worth to catch this scenario in future updates. Have a nice day!

Thanks for investigating this. Indeed, the file associated to the version that is currently hard-coded (v21) is not available anymore, so this error is expected. We will implement a fix soon, that automatically checks the latest version available instead of using the hard-coded parameter, so it won't fail (unless there are no files, so we will catch this error in any case).
