Proper Error Notifying if the Coding Website User is fetching problem is down or causing some error

Currently if some user fetch a problem from a website and if the website is down then instead of showing some error has been caused due to the input website the error shown is same error shown for any other problem that link is wrong 
User should be notified that error is caused due to problem in the website they are fetching from
