Add CSS support to the decorator object

Most of the rules for adding components to the library are defined in 'generate-css.css'. This file is
very difficult to maintain because it contains rules for both HTML and XTML mode.

Instead, we should specify the rules programmatically, as part of the call to the decorator object,
and the decorator itself can add the rules to the stylesheets.
