Task: Enable Examiner Dashboard v2 (split Apps & Regs) feature flag for 3 HMA users in PROD #32432

Business Request
WHEN REQUESTED by @OlgaPotiagalova or @arlentees, please set the feature flags to enable the Examiner Dashboard v2 (i.e. the newfangled split Applications & Registrations layout) for the following three users in PROD:
- Mah, Michelle – IDIR\mmah
- Cuevas, Darius – IDIR\dacuevas
- Chen, Nicole – IDIR\npchen
Business Value
As part of our User Acceptance Testing, three members from the HMA Examination team will be reviewing the new Examiner Dashboard layout in the PROD environment.
Because the quality of information in the UAT environment (database shared with TEST) does not have the same breadth of variety and quality of data, UAT for the new Examiner Dashboard dashboard will be performed in PROD for the three aforementioned users.
