c8 depends on deprecated version of glob through test-exclude #573

All versions of glob prior to v12 were recently deprecated. c8, through test-exclude, still depends on v10.5.0 of glob. There is no newer version of test-exclude that already upgraded glob which can be adopted by c8, however the issue has been left unaddressed upstream and it also seems to have fallen into disrepair (last change was 2 years ago) - hence I'm opening an issue here as well.
One thing to note is that this project requires "node": ">=18" while the earliest non-deprecated version of glob only supports "node": "20 || >=22".
