Switch the file open utility to use PCME API

Currently there is a copy of what amounts to be the PCME file open utility.  Instead of doing the work on our own, I'd rather just call the PCME file open utility that exists on the system.  Find all places where this is called and change it to use the PCME API then remove the program and any references.

This would also let us remove some dependencies like the MFXFILE.EXE as well.
