Red Hat OpenShift Certified Operator for Actions Runner Controller

The Actions Runner Controller enables easily manageable self-hosted runners on kubernetes.

The favored method of application delivery on OpenShift is through Operators, ideally through a Verified Operator avaible via Red Hat's Operator Hub, or whatever they are calling things.

If Red Hat spurns us, we do a JuJu Charmed Operator just to spite them and accomplish something ridiculous.

Helm operator is probably the way to go
